Cover of Travellers' Economy in Europe – What Recognition?

Travellers' Economy in Europe – What Recognition?

Travellers experience direct and indirect discrimination at the individual and institutional levels. To a very large extent Travellers both in Ireland and France are excluded from the mainstream labour market and therefore long-term unemployment amongst Travellers is high. This is partly explained by the decline of traditional areas of economic activity and employment, such as scrap metal, horse and market trading, due in part to a changing economic climate exacerbated by restrictive legislation in certain sectors. Disadvantages in other areas of life including education, health and accommodation also enforce this dynamic of exclusion. This report highlights the learning from the EQUAL experience in France and Ireland.

Cover of publication: Assimilation Policies and Outcomes: Travellers' Experience

Assimilation Policies and Outcomes: Travellers' Experience

Social programmes targeting Travellers were initiated by the Report of the First Government Commission on Itinerancy, published in 1963. The Commission's terms of reference were: "to enquire into the problems arising from the presence...of itinerants and...to examine the...problems inherent in their way of life" (CI Report, 1963, p 11).

Travellers have been the 'objects' of official policy since then. A key issue in shaping social policy and practice has been the way in which Travellers' identity is conceptualised. The Report illustrates the dichotomy between official policy and actual practice and illustrates the difficulties that Travellers encounter in trying to integrate into Irish society.

Traveller Inclusion in a New National Agreement

Travellers are probably the most marginalised community in Irish society. The negotiating structures developed to discuss the next National Agreement must be as inclusive as possible. Pavee Point urges that a specific mechanism is developed to ensure that Traveller organisations can be party to the negotiations on a New Agreement that differs from the approach that was adopted in the past.

Pavee Point proposes an intercultural strand under the new National Agreement which would provide a mechanism for the inclusion of a broad range of interests related to cultural and ethnic diversity in Ireland, including migrants and refugees and asylum seekers.
