Violence Against Traveller Women Programme

Vision Statement

To respect Traveller culture and advocate for Traveller women’s right to self-determination and ownership of their bodily integrity. To demand human rights for Traveller women and children that encompasses a right to safety and a life free of violence, within the family, the community and the State.

Aim(s)

To develop a Traveller analysis of Violence Against Women (VAW) that will inform the development of culturally appropriate responses for Traveller women and will influence government policy.

Policy Context

The report of the Task Force on Violence Against Women (1995) states:

"That the inequalities experienced by women generally are also experienced by Traveller women. In addition, Traveller women suffer discrimination experienced by Travellers as a group in Irish society".

Traveller Health, A National Strategy 2002-2005 states "While the situation for all women who have to leave their home in search of a violence-free life is difficult, Traveller women experience addtional dilemmas which make it more difficult for them to access help and support and explore their options. This is brought about by a combination of discrimination in services and professions (institutional and individual) and a lack of culturally appropriate provision

The Sexual Abuse and Violence in Ireland (SAVI) Report, 2002, states: "In order to achieve more culturally appropriate services (for Traveller women), the provision of training to increase both awareness and skills amongst service providers is needed. This should include awareness-raising regarding racist attitudes."

Core strategic goals 2005-2007

  1. To strengthen Traveller women’s participation in responding to VAW
    Traveller women’s experiences are central to any developments to address VAW and sexism within both the Traveller and wider settled community. Therefore,     Traveller women require space to shape the debate on VAW and identify     strategies to address it. The equality agenda within the area of women’s rights     also needs to be inclusive of Traveller women’s voices.
  2. To continue to develop a Traveller Analysis of VAW
    As the programme broadens its scope in relation to work on the issues of VAW, further analysis and knowledge is required. It is also important that the     knowledge and learning gained to date on the issues facing the Traveller     community in relation to VAW be captured.
  3. To improve services & responses through policy development & research
    The programme endeavours to support services in their engagement with     Traveller women experiencing violence through providing culturally appropriate     analysis and tools.
  4. To design and deliver culturally appropriate training, education and awareness  materials
    The programme will promote awareness and provide training on the issues of     sexism and VAW with Traveller women, Traveller groups, service providers     and the wider community based on feminist, anti -racist and human rights principles.
