Shadow Report: Convention On the Elimination of All Forms of Discrimination Against Women (CEDAW) December 2004

Pavee Point Travellers Centre welcomes this opportunity to submit a shadow report in relation to Ireland s Combined Fourth and Fifth Reports under CEDAW. In the time that has passed since the Irish government submitted its last report there has been some progress on Traveller women s issues and Traveller issues in general, however, we would assert that the government has fallen down in many areas and failed to address Traveller issues in a comprehensive way. The main report will seek to critique the various programmes, policies and strategies that are currently in place.

Irish Travellers Shadow Report: A Response to Ireland's First and Second Report On the International Convention On the Elimination of All Forms of Racial Discrimination (CERD)

Summary of main findings of the Traveller Health Survey

The following section reports the summary of the main findings from the Traveller health survey. The survey was carried out in the Northern Area Health Board (NAHB). All the Traveller organisations and health staff working with the Travellers in the NAHB managed the whole study. The alalysis was done by the Royal College of Surgeons in Ireland. There were 367 responses to this survey, however not all respondents answered every question. Therefore, the results are reported with responses noted so that the reader is aware that percentages quoted are of those that responded and not the total that were included in the survey. The results are presented in two different ways. In some cases a combined result was presented. In other cases it was felt that an area wise breakdown would give a better picture of the health status and needs of the Travellers in the area.

Traveller Proofing -Within an Equality Framework.

During the deliberations of the Task Force on the Travelling Community (1993 -1995) it became evident that lack of data was a major stumbling block to planning services for Travellers. Since that time Pavee Point has been arguing for the need to collect, collate and analyse data in order to develop and implement policies aimed at improving the situation of Travellers; to evaluate policies and provision ; and to combat discrimination. This publication presents the logic of Traveller Proofing and focuses on health and education and looks at the situation in other countries.

Job Vacancies - Vacant Jobs: Traveller Inclusion in the Mainstream Labour Force

This new piece of research published by Pavee Point illustrates that access to employment, enjoyed by so many in Irish society in recent years, has not been enjoyed in general by Travellers. There are a number of interlinking reasons for this including discrimination within the labour market, lack of access to good formal education and training, lack of recognition of the skills Travellers have and a subsequent lack of confidence amongst the Traveller community about their employment and progression prospects. Caring for Diversity

Report on a research project to identify the need and potential for culturally appropriate child welfare and protection services for Travellers. This report was commissioned in 2002 and following completion in 2003 the findings were presented at roundtable discussions with service providers in the area on how best to use the finding to inform appropriate recommendations. It has been agreed that we publish this summary of the findings to facilitate further and more widespread discussion and consideration of the issues highlighted in the report.

Use of Hospital Facilities by the Traveller Community

This study was designed by a sub-group of the Traveller Health Unit (THU) including Tallaght Travellers' Support Group, Pavee Point and The Tallaght Hospital (The Adelaide and Meath Hospital, Dublin Incorporating The National Children's Hospital (AMINCH). Funding was secured from the THU and two researchers were engaged, one from the Royal College of Surgeons in Ireland (RCSI), to do the analysis of the hospital data; and one from Community Technical Aid (CTA), to facilitate and analyse the focus studies. Two Traveller women were employed as research assistants on the focus group studies. The aim of the study was to identify Traveller access to and utilisation of acute hospital services through use of hospital data, and focus groups, and to make specific recommendations to the major hospitals, Traveller Health Unit (THU) and to Traveller organisations.
